Think Crane and Dawson will play for the rest of the season, think they didn't want Crane in April because they didn't feel he would bowl much and with the talent they have got on the books they had better contributors. Also got a few pace bowling injuries so will help them keep people fit to play two spinners. Not sure about Dawson opening but if it balances the side

Somerset would have qualified anyway as results elsewhere went their way but after that outcry I don't think any team has declared in a one day match since and as you say Dez DL makes it nonsensical it is calculated assuming 50 completed overs

Looking it up it was one over in 1979 - They declared at 1-0 and Worcester knocked it off in 10 balls. They knew as long as they weren't thrashed they would qualify from the group. Brian Rose was captain.
