Option 3, Hampshire get relegated - impose pitch penalty because Bransgrove will threaten legal action and ensure that a new law will be passed in the House of Commons that Hampshire should have a legal right to be in Div 1 forever.

In fairness that makes sense to me. If the pitch flattens out then it will be fine but if it deteriorates then they'll get a penalty I would imagine Just have to wait and see which way it goes
